Jay Road 4-H Constitution
Article I.
Name: The name of this group shall be: Jay Road 4-H Club
Article II.
Purpose: The purpose of this club is to aid in the development of its 4-H members through project work, community service, and participation in events at the local, county, state, and national levels.
Article III.
Membership: Membership is open to all youth in Grade Three (or nine years old) thru completion of High School graduation. If a youth has been enrolled for three years or more, one year past High School graduation may be permitted (4-H age is determined by age as of Jan. 1 of the current year). First or Second Grade youth may enroll as Cloverbud members. "Membership in this group is open to all people without regard to race, color, ethnic background, or economic circumstances, and the Club will not operate on a segregated basis."
Article IV.
Enrollment: Enrollment begins at the September general meeting and is completed at the October general meeting. It is suggested that all first year members enroll in the Exploring project (Members previously enrolled as Cloverbud members for two years or more are not required to enroll in Exploring).
Article V.
Duties of Officers:
The President shall reside at all General Meetings, shall organize work, assign tasks, and check to see that the tasks are completed, and shall work with the Offices and committees to involve all members enrolled in the club.
The Vice President shall perform the duties of the President in the absence of the President. The Vice President is also responsible to submit information on the club to the local media.
The Secretary shall keep and read minutes of the General Meetings as well as any Officers Meetings held. The Secretary shall take roll call and keep the club calendar of events. The Secretary will submit a final copy of all records to the County Extension Office at the end of the 4-H year.
The Treasurer shall receive and keep all monies belonging to the club. The Treasurer shall receive and keep accurate record of all financial transactions, will give a financial report each month at the General Meeting and submit a final report to the County Extension Office at the end of the 4-H year.
The Club Historian shall be responsible to maintain a club scrapbook of club events participated in with pictures and information pertaining to the event. Also contact local media for club activity coverage in the newspaper. This is to be maintained.
The Activities Chairpersons consists of two members who are in charge of recreation and games at the monthly General Meeting.
The Officers will meet prior to each General Meeting to review the agenda and prepare for the General Meeting. These meetings should be open to all officers and attendance is required for the President, Vice President, Secretary, Treasurer, Club Historian, and Activities Chairperson.
Article VI.
Elections: Elections are to be held at the September General Meeting. A Nomination Committee will be selected at the August General Meeting to solicit and contact prospective candidates for all positions. Age requirements are specified below for each office held: President, Vice President, Secretary, Treasurer and Club Historian must be 12 years of age or older. The position of Activities Chairperson must be 11 years of age or older. First year members are not eligible to run for an officer position. New members are not eligible to vote during the election of officers. The term of Treasurer will be for two years, all other positions are for a one year term.
Article VII.
General Meetings: The General Meetings are held on the first Monday of each month: an exception would be a pre-planned event. Our usual meeting place is the Belgium Legion Hall. Meetings are usually held from 7:00 p.m. to 8 or 8:30 p.m. The General Meetings are governed by the Robert's Rules of Order.
Article VIII.
Attendance: Attendance requirements are 6 out of 11 meetings (or one more that half of the scheduled General Meetings). To meet attendance requirements, if unable to attend the meeting, are required to call a Co-General Leader a minimum of one-half hour prior to the start time of the General Meeting to be considered as an excused absence. An excused absence shall be illness, conflict between 4-H and school curricular events or family emergency. A member may not exceed three excused absences per club year.
Article IX.
Achievement: To achieve you must exhibit at County Fair a minimum of one item for each project enrolled in. You must also complete and submit a record book to the Co-General Leaders by no later than the pre-determined date. You must participate in a minimum of one fundraiser and two club community service projects, which are determined by the club. You must pay yearly membership dues. Addition or Deletion of Projects will be done by no later than March 15th of the club year. The exception being animal projects, the County determines that date based on the project.
Article X.
Civil Rights Education & Compliance: All groups that use the 4-H name and emblem are expected to comply with UW- Extension non-discrimination policies. A non-discrimination statement should be included in the local 4-H group's bylaws. Groups that do not have employees can adopt a revised version of the UW- Extension policy on non-discrimination for students.
Article XI.
Dues: The dues are set by the Club and must be paid yearly. The fee includes insurance and literature fees which are given to the County Extension Office to cover county expenses as well as club expenses.

Expenditures: Any club expenditures in the amount of $50.00 or more must be approved by a two-thirds majority vote of the 4-H members present at any General Meeting.

Amendments: Any amendments to this Constitution requires two-thirds vote, presented one month and voted on the next month.

Dissolution: Upon dissolution of the Jay Road 4-H Club, all monies (after expenses) will be turned over to the Ozaukee County 4-H Foundation.
